25 MP out of 222 means that Sabah's % is more than 10% just similar to population of Sabah of 12% of Malaysia.

2 out of 28 is only 7% just slightly higher than the 6% of the budget which means that Masidi is happy to be given 50 sens while Malaya got rm1.

This is just Minister's allocation, the budget allocation hopefully is not worse because if it is, it can be contested in international courts, sooner or later.
